Emergency Management Specialist

The State Extension Emergency Management Specialist plans, schedules and conducts disaster mitigation, preparedness, response and recovery educational programs
statewide. Other responsibilities include: training needs assessment and curriculum development; conduct courses, workshops, seminars and conferences; recruit, select
and train part-time instructional staff; provide technical assistance to emergency service organizations at all levels of government and the private sector.
The FRTI Emergency Management curriculum offers an extensive array of continuing education opportunities for State and local emergency managers, allied emergency
response organizations, public officials, members of volunteer relief organizations, and business and industry professionals in related fields. The courses provide
the skills to build local teams and coalitions that respond natural and technological disasters. The focus is to build the knowledge and skills needed to develop and
implement policies, plans, and procedures to protect life and property through applications of sound emergency management principles in all phases of emergency
management.
Evans worked 13 years with the Missouri State Emergency Management Agency as an all hazards planner, hazardous materials program coordinator and the state
training officer. Evans developed emergency management curricula, conducted emergency operations during several floods and severe weather events and is an advisor and
adjunct faculty to FEMA's Emergency Management Institute.
Evans currently serves as a Lieutenant Colonel in the Missouri National Guard medical service branch and is the Battalion Commander of the 229th Multi Functional Medical Battalion.
Evans holds a B.A. degree in Medical Sociology from the University of Missouri, postgraduate courses in community development and is completing FEMA's Master
Trainer Program.
Evans has written congressional testimony, been a guest instructor and speaker in several states and has been sent to other states to help them with disaster
operations. Evans is frequently sought after as a speaker on emergency management topics and adult education within the emergency management profession.
