The program is very flexible and assists local and state governments, volunteer organizations, and businesses develop exercise programs and exercises to test their emergency plans and procedures. Each project is specifically designed for the organization and is based on the needs assessment of the communities involved. In preparation for the exercises, the program can be used to identify training needs and then used to provide the identified training prior to the delivery of the exercise.
